This is a good vision:

However, shifting management to the government

leaves the concern of more bureaucracy and delays. Great to have indigenous groups involvement, local communities, and concern for environmental issues to fight climate change. However, the devil is in the details. The last thing a business needs is to divert resources or hire more to exclusively deal w/ the governmental requirements.
I hope a more streamlined process will be developed to achieve these goals.
