If the labor shortage and trade restrictions help to explain port congestion and persistent delays in truck and rail transportation, then would opening up our borders to trade and immigration alleviate our problems?

It is a slow process and only if the labor skills match the demand for labor in all of the area where there are shortagages. Also, there is a throughput constraint at the ports.
